For a CR9 - almost certainly not. They will offer to check bags through to the destination at the gate just like the majority of flights these days but to "skycheck" the bags directly at the plane isn't something they do for a CR9 (if memory serves only the smaller original CRJ's and the original Dash8-100 and 300 ever offered that).
They also offer it on YTZ-YUL flights on the Dash8-400, not sure if it's route specific or fin specific, my sample size is too small to tell.
On the CRJ-900 it's almost never.
I wouldn't stress about it, especially if you're traveling in J.
The older fins have plenty of closet space, the newer one have larger bins that should accommodate almost everyone in J.
