It doesn't run continuously but, usually, several times per year, they run a promo which yields some multiple over the base-rate earning.
Keep in mind miles take 15 weeks to post and retro-crediting is a nightmare, as is bookkeeping if you have many Bonvoy stays.
Finally, cash back portals such as TCB.com in principle offer higher kick-backs but often decline member-only rates.
