Petdog 's email template posted upthread with a few wordsmithed changes to my elected representatives. The one I sent to Gov. Hochul's office ended up with "The Central Business District Tolling Program Team"; here is their response:

Thank you for your correspondence concerning the Central Business District Tolling Program (CBDTP), which was forwarded to us by the Governor’s Office.
If you operate a borrowed or rented vehicle in the Congestion Relief Zone, you can use the Pay Toll Now function on the Tolls by Mail website to avoid additional fees. You can also set up payment for future travel through the same function. For more information visit
www.tollsbymailny.com.
