Tourism and Transport ministries can announce whatever they want, but it is Ghana Immigration Service (ie. Ministry of Interior) that will actually enforce and administer this. Invariably there is a delay between when one party makes an announcement and the other side is ready to accept and apply its provisions.
Google shows they've announced this the past couple years, at the end of Nov, for Dec/Jan. Who knows if it ever has been officially implemented/enforced.
