One probably needs more information to be sure – but assuming that the plane could have carried enough fuel for the whole flight (i.e. assuming that it didn't leave CDG full to the brim with fuel), then the fact that AA chose to prioritize passengers and cargo over the need for fuel would suggest that this was an operational choice, not an exceptional occurrence. The fact that it was planned in advance also suggests that it is not an exceptional, unavoidable event.
