AFAIK they do not. When I rented a Hornet PHEV in ROC a couple of weeks ago, it had a full tank of gas and 1% charge. My hotel (and a parking lot I happened to use) both had free charging, and I also topped off the fuel tank, so I returned it with full gas and a charge somewhere in the 70s or 80s.
