I don’t think there is any logic. We have had two holibobs in the US this year. We visited NY in Feb and stayed at IC The Barclay and were charged the junk fee and we also had a week in IC San Diego in August, no resort fee charged.
We have stayed in a dozen or so different ICs this year and received a variety of welcome amenities from some and nothing from others. No consistency there either.
