In order for the DUB-YYZ to be Flex it appears that you need a fare that ends with IRC instead of INC, ie. ULX00IRC or MLX00IRC:

DUB-YYZ fares ending in IFF, ie. ULX00IFF or MLX00IFF show as Economy - Comfort on aircanada.com.
