I initially called the local number and there was an automated message to say that they were too busy and to leave a message - I didn't bother. I emailed the "local" Oman Air office which was listed on the same webpage above. They initially rejected my request stating that AC is not a mileage earning partner for WY. I had to send supporting screenshots from the WY website and also the relevant section from AC's website and 2 days later, they added this to my booking and it now shows my Aeroplan number when I go to my booking page.
For the seat assignment, when you go to Manage Booking on the website or the app, you need to click on Extras - Add - Trip Option and then select Add Seats, so this is not obvious when you are on the Manage Booking page. But if that fails, then I suggest emailing your nearest WY office. At least in my experience, they were responsive.

The Manage Booking only shows the flight info, as well as the Alaska airline's ticket number. There is no where to click on anything except the Contact Details, which errored out each time I try to add phone number and email address. I do not see Extra button at all.
I did find Oman Air US contact number and email address through googling. Then I sent them an email. Later I tried to call the number also which is a NJ number area code for ALL US locations Oman listed. It had some wait time before getting a human rep (who seems to be the only person taking calls because I have to call again AFTER needing AS to reissue ticket to include the baggage allowance on the ticket, it was the same person who took the 2nd call.) He was able to assign seats over the phone, but he mispelled the provider's name of my email address, even though it is a Very Prominent, probably the biggest internet provider in US, and this guy seemingly is US based also. I later found that out. Need to call again on Monday after the US Thanksgiving Holiday this weekend.
Yes the guy replied my email to
[email protected] found on the contact page,( that was sent before making the phone call,) on next day. In it he mentioned they had sent an email confirmation on the seat assignment - but of course the email address he input in the system was wrong, therefore said email never arrives me, should be rejected as mail demon / bad address or whatever.
Interesting though, he replied my email inquiry thru his work email address which is his name @ Omanair.com. Signed as Assistant Manager in the US office.
