It's impressive how you find all this information; I wouldn't have thought of it myself. However, I'm a bit of a compulsive fact-checker. So, I turned to an AI assistant. In short: it looks like there were two telephone exchanges close to each other. The Paris telephone exchange Ségur was located at 20 Avenue de Ségur.

What is the phone number of the Hilton hotel in Paris on Avenue de Saxe 55?
- The Hilton Paris Eiffel Tower is located at 55 Avenue de Saxe, Paris. You can reach them at +33 1 47 83 86 90.

"The historic Paris phone exchange with numbers starting with 783 was likely associated with the Saxe exchange. In the past, Paris phone numbers often included an exchange name that corresponded to the first few digits of the number, and "Saxe" would have been linked to the area around Avenue de Saxe and the exchange was located at 55 Avenue de Saxe."

So you are right in that repect, 7 8 3 corresponds to the Saxe exchange.
