sure, would be nice to use pp to get everything, but need to bid on each segment and really don’t care about the cle~iad, especially if I don’t get the sfo.

I would agree that upgrades are a game of chance between 2 major hubs like IAD and SFO. That's why I decided a few years ago to simply buy F for all my domestic travel.
I realize that not everyone is in a position to do this, but given that I am self employed, I have a pretty lenient boss.
I checked fares from mid December for your CLE-IAD-SFO itinerary and the fare difference between Economy and First was around $450 for 6+ hours of flying (both legs). That works out to be $68 per hour. No brainer especially when you can be in a lie flat across the country.
