It's not about club enforcement as AA allows access on arrival.
The issue is that at many/most international airports clubs are located in the departures area, which as an arriving pax you do not have access to unless you have an onward/connecting flight. As an arriving pax you cannot physically access the part of the terminal where the AC is located.
