I had a G80 (nice car!) out of ONT but did not notice any such thing. There were plenty of charging places where I was, including a fast DC station at the local SCAQMD offices, which has a number of free slower ones too. I guess nobody knew about those because the ones at the shopping center nearby always had a line. The night before returning it I charged it almost to full with the fast DC station which took about 30min.

I really liked the car but I'll still never own an EV at its current state. Maybe when I can fully charge it in ten minutes from almost dead.

I got a PHEV Jeep something at DEN with zero charge. I charged it up the night before return and made it to the airport solely on volts until the last mile. Does Avis even bother charging PHEVs?
