Given how fast China seems to change the rules, I tend to believe this is out of date. For what it's worth, TIMATIC specifically says that passengers with a connection within China can use 24hrs TWOV with temporary domestic entry.

In other news, I was able to transit airside TWOV in JED on separate tickets. Based on others' experiences I don't expect that to be the norm, but can't hurt to ask.
