BA / QR Excess baggage - BA ticketing issue

Hello,

I'm having a huge issue with BA/Qatar for a flight over Xmas.

Summary of the Situation:
  • In April, I purchased return tickets from Kuala Lumpur to London via BA
  • Upon booking and paying, I noticed that no baggage was included, despite selecting the standard economy fare.
  • BA acknowledged an internal technical issue with the booking system and added a bag to the reservation free of charge
  • On October 12th, BA announced the postponement of this route, and I was advised to rebook. I was able to reschedule my flights through Qatar.
  • I then checked my booking on Qatar website and noticed that the bag was missing again.
BA tells me this is a Qatar issue and Qatar tell me its BA as they are the marketed carrier. All flights are BA flight codes. I've been told i can buy additional baggage at KUL, however Qatar charge $40 per kg, whereas BA is much cheaper per bag.
I need clarification as to the right, I dont mind paying the BA price to add at the airport but not Qatar (had enough of running around trying to fix). However, who is MSMC, Qatar or BA? Its a codeshare that is BA flight numbers. I've read the IATA guidance and it seems that it would be BA. However, there is a specific wording below;

Step 1: In case the published baggage rules are the same amongst all carriers in an itinerary, then the same baggage rules should apply.
Step 2: In case one or more published baggage rules differ between carriers in an itinerary, then the published baggage provision of the MSC should apply.
  • In case of code-share flights the Marketing Carrier rule is applied unless the Marketing Carrier's published rules stipulate the use of the Operating Carrier rules. •
Step 3: In case the MSC does not publish baggage rules for the journey, then the rules of the check-in carrier should apply.
Step 4: In case the check-in carrier does not publish baggage rules for the interline journey, then the rules of each Operating Carrier should apply, sector-by-sector.

Does anyone know if BA have published rules stipulating the use of the Operating Carrier rules? Seems like this is my only hope! Its so unclear and messy leaving customers in the lurch! Or otherwise does anyone have a suggestion on how to get this fixed.
