I don't fly often to smaller stations, but I've only seen non-DL staff at CHO (which was a real mess because arrrival was on a weather diverted flight and the crew timed out so left all the passengers at CHO and took the plane back to DCA - I guess they can still fly w/o passengers) and EUG where the service was excellent!
