Given that EWR-DEL only operates once a day, I spoke with the airport agent to get me on a 10 pm IAD-FRA-DEL, and the only reasonable option to get to IAD from DCA on time was an expensive Uber.
Is the Uber reimbursable?
Generally UA would give a ground transportation voucher in this case — I’ve definitely received one to go from IAD to DCA. If they didn’t offer that, I suspect they’d reimburse for an Über, at least if the cancelation was under UA’s control.
