I've had a search and on the China national immigration website, under the 24 hour visa free transit section, it does state temporary entry permit would be given and leaving China by train is included.
I take it from the information from the China website my itinerary to exit to Hong Kong by train is allowed.
It says you would be ALLOWED TO APPLY for an entry permit.
If you were the representative of the airline, would you permit someone to board your flight to China on that basis?
