Tourists aren’t a specific target but anyone who is careless with their phone is.
One way to reduce the chance of a phone snatch is if you need to use your phone is to stand on the building side of the pavement not the road side as that makes it harder for a bike snatcher to get to you.
I respectfully disagree - it is a severe problem in London compared to other cities. Yes, other cities have other problems, but the specific type being discussed here (phone theft, particularly by thieves on bikes) is a major London problem.
