did you try using the app. IME, unless it doesn’t work on there, for simple changes like you wanted, almost always easier to use app and avoiding agents when you can.

Did you see W inventory for PHX-ORD-BOS as a single trip (search for PHX-BOS)? That is the only time it lets you change for free. If you see W for PHX-ORD alone, that's not enough.
I thought it was the individual segments that both need to be available for SDC, though I’m possibly mid-remembering. I’ve also seen the app show things it probably shouldn’t, and not show things it should. YMMV.
