I pay my property taxes with my Bank of America card. The merchant name has PROPERTY TAX in it and a merchant description of TAX PAYMENTS. The 2.25% fee they charge to process credit card payments shows up as a separate charge with the merchant description GOVERNMENT SERVICES-NOT ELSEWHERE CLASSIFIED.
The merchant name is “<my county> FINANCE” and the merchant description “GOVERNMENT SERVICES-NOT ELSEWHERE CLASSIFIED”. The fee was baked into the total amount charged.

I have never paid anything else to the county directly, but I wonder if other payments (say, for a building permit) would look the same.
