The conditions say qualifying *flights* and spell out that earning is revenue based. This is also how these promos tend to work anyway, so I'd be reasonably confident it doesn't apply to BAH.

As I said, it worked very nicely for me on the equivalent short haul promo this year, and that was a BAH, I just got double the distance based Avios...
