Delta may be able to do so if they really want to upset their customers, but I think that will be pretty much impossible to enforce for tickets through third parties (Expedia, etc.), so I am pretty sure that Delta will not be going that route for now. Otherwise there will be interesting pricing results on Google Flights of "$200-500 depending on who you are".
