Well what do you expect when there is a slim chance the plane will actually fly or if you pay for a premium seat its a slim chance your seat will actually work. On our most recent flight in business the two flight attendants turned into engineers and pulled out a couple of kitchen knives to get the tray table out.
Was that on NZ283 a couple of days ago? Same thing happened on our flight. I asked a FA and apparently they are having trouble sourcing spare parts for the seats. 2x seats were unoccupied as they didn't have functioning beds.
