EWR will undergo runway construction on 4L/22R for a large chunk of 2025, including 60 continuous days of closures, from April 15 through June 15. The FAA is requesting a limit of 35 arrivals per hour from 6 am through 2 pm and 31 arrivals per hour from 3 pm onwards during periods of runway closure. I highly recommend avoiding EWR as much as possible in 2025 because of this, in addition to on going ATC issues.
