Just to clarify,
On the KLM website, I can select seats for the KLM flight but not for the NZAir flight.
When I go to NZ website and enter the NZAir reference the message reads "You will be assigned a seat for this flight free of charge at check-in."
Do a dummy booking on the NZ website for that flight to see if you can indeed pull up the seat map or get the same error message. My gut feel is you will get the error message, meaning either all the unlocked seats are selected, or there is an aircraft swap in progress
