My understanding is that the hotel no longer allows this (and will give you some type of excuse as to why) because they don't want to lose the revenue from the sea plane transfer. So whoever wants to stay at 2 different resorts regardless of they are accessible to reach other by boat you need to go back to MLE and then transfer too the other resort.
Just curious, how did you then get from the local island back to Male?
That was in December 2017 on my first visit to St. Regis. Later on we visited 3 more times and then we used sea planes.
As for that very first trip, we wanted to try few things, so we stayed at other resort (we flew there with a sea plane) and then had transfers arranged to St. Regis and from St. Regis to a local island. All that has been done through the Guest House we stayed at the local island. Then from local island, we were taking fast boat, which was regular service happening I think 3 or 4 times a week. It took ca. 3 hours to get to Male and costed around USD 40 per person. Later on we flew to Sri Lanka to continue the adventure.
