I have never in my life seen a check in agent bust out a tape measure and check all the dimensions of a bag. Suppose if it was egregious, they could do that, but for 3" they aren't going to notice/tell.
Happened to me once more than 10 years ago on DL. I had a duffel bag and I had assumed that there was leeway because it wasn’t a cube. The linear dimensions were perhaps 5-10” too big and I “fixed it” using that baggage tape and crushing the bad down.
