Non-refundable just means there might be a fee to refund. Refundable means no fee. 98% of DL awards have no fee except for Basic. The few non-Basic that have fees, generallly agents don't charge it. If ticket is not Basic and starts in N America there's no fee.
The "Non Refundable" language just looks to be copying language from revenue fare rules and does not have anything to do with ability and fees to "re-deposit" mileage awards. That is determined by DL policy and not the award fare rules themselves. This policy can change over time (note difference between pre- and post- Covid award re-deposit policies). Basically, the "Non Refundable" language should just be ignored when it comes to award tickets and one should instead refer to DL award ticket policy instead.
