Am I still entitled to 75% refund of the avios and fees paid?
Should I ask for the Gold upgrade to be reinstated?
You are entitled to the Mennens protections, according to the worked examples shown in the wiki. The £700 gesture is not an entitlement, so BA would be within their rights to net this off any settlement, at least of the cash component (bearing in mind that BA can hold back some of the cash for necessary taxes). The Avios, as spent should be refunded on the 75% basis. GUF is complicated since you didn't get what was booked, I would ask for a space available upgrade for the future, or some other mutually agreed solution. It's under scope of Mennens as a method of payment but it's going to be tricky to work out a solution here, so it's probably going to be some compromise that will hold sway here.
