I sincerely hope you do not plan to send a 3 year old traveling long haul international alone, that would be shockingly risky even to consider and no airline will take the responsibility for that.

In theory one can book a UNMR (unaccompanied minor), but the kid needs to be 5 years or older for starters and then a UNMR handling service is mandatory (paid AFAIK).

If 12-18 years the UNMR service is optional, but recommended in my book for young kids up to 16 or so.
