Correct. There have been reports of those not clearing the list getting upgraded to PE, either for the upgrade cost or complimentary, but I believe that's on the GA (I also haven't seen any recent reports, PE seems to always be oversold these days)
Oh boy, I would NOT be happy with paying the miles plus copay to get upgraded to PE! Especially since right now the PE in-app upgrade offer is less than what I'd value miles+$175 copay to be! I'm not at all surprised that there isn't confirm-able J space with it being to a luxury destination and all, but I'm similarly surprised that there is a lot of PE open still (at least according to the seat map, about 1/4 seats in PE are still open).
