It never made sense to me until I started using the US line and saw that passengers where expedited and didn’t have to get laptops out, while visitors did. I believe I saw this at MIA too.
I haven't been to E in a while, but I think you're confusing the Precheck with the regular TSA line. Perhaps they pulled some non-precheck passengers into the precheck line if they're US citizens.
