I'm think misunderstanding something on the sign.
Don’t have a picture of the sign, but it’s there, along with airport staff directing people based on their passport. It never made sense to me until I started using the US line and saw that passengers where expedited and didn’t have to get laptops out, while visitors did. I believe I saw this at MIA too.
