Is Chase Travel a dishonest company?

I booked a fully refundable flexible flight on Chase account on Chase travel and paid with my Chase IBP card. The flight is a turkish airlines from south asia to US and booked a month in advance on NOV 5. On NOV 7, I called Chase to cancel the flight which was around $1140, after about 30 mins hold by the rep, he told me flight is refundable and will received full refund on my card within few days.
The rep asked for my card number and charged me a separate $24 tax or fees penalty even though Turkish told me whole amount was refundable. So today it is NOV 16 and I am not refunded me $1140 as promised despite calling few times with unhelpful agents who told me there is no supervisors to speak to or email or fax to write to. And I am already charged the $24 fee on fully refundable flight. I just logged on to my chase account and disputed both amounts and hopefully that will get them to pay attention.

If I don't receive a full refund by later this week, should I file complaint with CFPB or FTC? Anyone knows the address or email to send the complaint to?
