Yes, in essence that is correct (of course you need to set the contribution to the family account to 100% for both of you to pool the Skywards miles that way). I am certainly no expert on the family account as I don't use it myself.
By the way, you can upgrade your wife (or anyone else) with miles in your account as well, they don't have to be in a family account. What you cannot do is take miles from different accounts to 'pool' for an upgrade (or award ticket), the miles must come from one account (be it 'private' or 'family')
And when you have Silver status you get some bonus Skywards miles (but NOT bonus tier miles).
Have you looked on the website at the mileage calculator? It is under the 'Loyalty' tab.
