What if the strategy was for BA CCR to preferentially cater to long haul BA flights and shift all those flights to T5C. Sure the ClubEurope 2hr flight crowd could still use CCR-- but would they go that much out of their way to get to T5C? Maybe it's a way to cost cut via a smaller footprint lounge?
