An update from this week: I received a response from West Jet, reacting to my US DOT claim (below). I also filed the claim with my travel insurance.

Your claim does not qualify for compensation under the U.S. Department of Transportation regulations, however if you are seeking compensation, you may look at other regulatory bodies.
Since you are seeking a resolution from a US Federal agency without success, you should contact your congressman. They are there to help you navigate the federal bureaucracy.
