This is standard practice for UA seatmaps. There are a limited number of "generic" frames which are used for assignment prior to a real frame being assigned.

Looking around it seems like they have fixed this up quite a bit, and I see instances of MNL-ROR-GUM with 16 seats in F, but historically most/all Micronesian flights would show the "GUM 737" seatmap with only seats that would be available on both a 73G and the Hopper-configured 738, and the rest would release at the standard time (roughly 00:00 America/Chicago on the second calendar date prior to departure).

Poking around the GUM-MNL nonstops and direct flights via ROR, I don't see an obvious pattern.
