They shouldn't have delayed this over the pandemic although I get it was a bit tough back then. I think by 2022 they could've clearly seen the world is coming back and surely work should've started by 2023. Had they just worked through the pandemic, we'd probably be done now. Well that's how China would've done it at least lol.
