I picked up a car from the car rental village. The free shuttle bus does the full loop every time, so
rental village -> T3 -> T2 -> T1 -> rental village.
Easily takes 15min. It's only a 10min walk from T3 to the rental village, and you likely miss the rush of a bus being emptied onto a couple of counters.
