I recently traveled with KLM. On their Boeing 737's, they want you to place your carry-on item in the overhead bins on its side. This way they can fit more items next to each other in the bins. The downside is that wider carry-ons won't fit. This is probably why they limit the width to 35cm. One of our carry-ons was 40cm wide and it fit without issues. YMMV
