Yes, it takes a little longer. I had this exact scenario last summer. Booked You Click We Pick, one-way from Milwaukee to Green Bay. I confirmed that Enterprise neighborhood stores in WI participate in National credit earning, even when the airport does not. I saw credit earned say zero, but when I called customer service, the agent said it can take longer for the database to refresh. With a National-branded rental, it posts almost immediately.

As far as any special treatment due to National status, I think some Enterprise neighborhood stores do that more than others. This particular office gave me a nice tour of the lot, and let me pick the best car within the midsize category. They wouldn't let me pick the small Mitsubishi hatchback, because it was one size lower than the compact minimum the manager's special specifies. Nor could I take a Malibu from NJ or a Kicks from CT, which would have been funny considering where I'm from. I wonder if I didn't have status, if they would have pulled a Hertz and dumped a car with 35k or 60k mi, especially for a one-way.
