If you're going peak season which I'm assuming means somewhere between Dec '24 and March '25, the fact that you got higher upgrade pricing is not proof that it's going up because the other guests that got lower upgrade pricing are going later than that in April '25. If we see that subsequent stays thereafter during the lower season as well as peak season stays next winter ('25-'26) receive even higher quotes for upgrades then we'll know it's going up. But either way won't be surprising because prices just keep climbing up everywhere overall.
And I could always email them and ask about upgrade costs...
