An awful lot of foreigners arrive in Bali on domestic service, or overland, and leave in the same way. So far there is no indication in passport or visa that so the notion that airlines or Imigrasi could be in any way accomplices to the Bali Scam is preposterous..
As Mrs. M would tell you, I expect very little so unlikely to be disappointed by anything the Governor does with my donated funds.
And yes, correct, there is no sanction or penalty for not paying, other than I suppose a Paddington Bear hard stare and being told to make sure you pay it before you leave.
Overstay your visa long enough though, and you could face face 20 years in prison. (Now there's food for thought).
