I'm going to pursue with my state AG, the DOT, and FTC, but realize they can't satisfy me, personally. For that, I plan to pursue a small claims case against the airline. Thank you, again!
When you said you used your AmEx, Did you use it on AmEx portal, or united.com?
I do remember one or two situations in the past that when I used my credit from cancelled ticket, I was not able to get the lowest fare. I forgot the details but it was something like I cannot get a lower fare for the flight I paid more then cancelled. This is more common if you call UA, when an agent would say he or she didn't see the fare we saw online.
