Basically yes. Manchester had a similar problem with Gate 141, which blocked people from exiting security while passengers arrived. MAN seems to have basically stopped using that gate now (it used to be the default BA gate but they’re now on 142 and 143) and I suspect this may be why. It’s a little different since BA flights arriving there are domestic but I assume the fact that the airport uses biometrics to check passengers and allow for airside connections means that a simple exit from airside is isn’t allowed.

Manchester Terminal 1 has a similar problem in some of the piers. Basically any airport infrastructure that is more than about 35 years old probably wasn’t designed for this type of operation and fixes tend to be bodges like this.
