If I were you I would book the placeholder flight ASAP being that I wouldn't exactly trust the 30 day grace period. Since this is an ETC you can book anything until the end of the calendar (best to book non basic economy domestic flight) and that will give you more than enough time to change the flight to one you actually end up flying.

Is it better to (a) use my about-to-expire ETC to book a placeholder flight for 12 months from now, then change the dates and cities when I know when I want to fly, or (b) book a placeholder flight, wait 24 hours, cancel, then receive an FFC that expires 12 months from the date of booking?

As far as I can tell, (a) and (b) accomplish the exact same thing, but perhaps there's an advantage one option has over the other, of which I'm not aware?
