I've always read "a portion" to mean a non-zero amount. So yes, 20% would count. So would $0.01 by that definition. But (and see the post two up from here) nte the language (bolding added) that says, "Coverage is limited to the lesser of the following ... the actual amount charged to the Covered Card and/or redeemable Rewards used for a covered travel expense"
