Well, there is possibly a reason for this. We have a friend who is unable to create a Hyatt account. She never gets the confirmation email and the hold times are extravagant. She doesn't care enough to go through the hassle. We made a reservation and applied the GOH. In this case, I had to call, add their names, make clear that they're the ones staying and confirm the GOH EQN. Definitely manual steps involved since the reservation still shows the Globalist name as the only guest (no way I know to change this online). But there are cases of making reservations for non-WOH members and applying GOH. Not everyone wants an account, for whatever reason, or is willing to jump through the hoops.
But, granted that this is likely a limited case.
